National Ranking Initiative
Since 2018, the ministry has spearheaded a national classification and ranking exercise for universities—testing nine institutions in Aden, Hadramout, and Taiz. Field visits are underway with broader plans to evaluate up to 30 universities—aiming to boost transparency, competitiveness, and academic accountability.
Policy & Regulation Reforms
The Higher Education Council (under the ministry) recently allied with the Prime Minister and Finance Ministry to improve faculty employment conditions, regulate admissions, enact blended-learning frameworks (e.g., at Aden University), and introduce accreditation standards for scientific journals.
Post-Conflict Rebuilding
With war severely impacting infrastructure, salaries, and program quality, the ministry has openly stated that years—likely decades—are needed to rebuild the sector.
Key Challenges Ahead
- Resource and infrastructure gaps: many rural campuses lack reliable electricity, internet, or labs
- Fragmented governance: two ministries operate in the north and south, each with its own agenda
- Declining enrolment and quality: public funding struggles, unpaid salaries, enrolment drops, and proliferation of under-qualified private programs
Yemen’s higher education ministry is deeply embroiled in recovery and reform, focusing on institutional rankings, governance reforms, and rebuilding academic infrastructure—all while managing fragmentation in a war-torn landscape.
